The National Sports Campus Development Authority (the NSCDA) intends to apply for full planning permission to amend the parent planning permission granted by Fingal County Council under Reg. Ref. for a National Sports Campus at a site in Abbotstown, Dublin 15 of approximately 89.22 hectares. The proposed amendments relate to an area of 11.56 ha and principally to the core building and national indoor arena of the campus as set out below. The proposed amendments the subject of this application relate to: (1) Internal alterations to the approved main core building; (2) Minor external alterations to the appearance of the approved main core building; (3) Alterations to the approved access; and finally, (4) Landscape works in association with item (3) above in accordance with the landscape masterplan approved under parent planning permission. The proposed amendments include the following: (1) Internal alterations to the main core building to include: (a) at ground floor level new main entrance extension of 134 sqm to incorporate extension to kitchen and café area including associated revised internal layout at the entrance; (b) extension of 60sqm for new link; (c) revised elevational treatment incorporating terracotta cladding to the kitchen and café area; (d) new ground floor glazed curtain wall link to the indoor pitches building; (e) 3 no. new access doors on the northern elevation of the indoor athletics building and 1 no. new access door on the western elevation; (f) 1 no. new access door on the northern elevation of the indoor soccer pitch building; (g) 2 no. new access doors on the southern elevation of the indoor half size rugby pitch; (h) new flat roof over new entrance; (i) zinc cladding over indoor pitches omitted from approved scheme and replaced with PVC coated polyester fabric; (j) curtain walling over indoor pitches omitted from approved scheme and replaced with plastered wall and clipped hedge; (k) roof height of the NITC element of the approved scheme reduced by 500mm; (3) Alterations to the approved access incorporating (a) retention of existing entrance and access road off the Snugborough Road for exit only, (b) part utilisation of link road approved under the parent planning permission and omission of part of previously approved access road, junction, security hut and paths, and (c) creation of part new car park access road and part new campus link road; (4) Landscape works in association with item (3) above in accordance with the landscape masterplan approved under parent planning permission. The above elements involve a total increase in floor space of 1,789 sqm from approved main core building area of 40,031 sqm of the parent permission Reg. Ref. FW09A/0061. The site is located entirely within the national sports campus bounded by Ballycoolin Road to the north east, Snugborough Road to the north-west, James Connolly Hospital and Abbotstown House (Protected Structure) to the south and M50 motorway to the south-east and is adjacent to the existing National Aquatic Centre.
