EXT OF DURATION: Permission for the development of 208 No. dwellings, a creche (c.230 sq.m. in Gross Floor Area plus associated outdoor playing area) and two 5-a-side playing pitches at lands located towards the centre of the overall Pelletstown Strategic Development and Regeneration Area at Ashtown Dublin 15.
The proposed development represents Phase 3 for Castlethorn and comprises of 15 No. 4-bed houses (9No. 2-storey detached and 6No. 3-storey terraced), 131No. 3-bed houses in a range of house types (2No. detached, 14No. semi-detached, 40No. end of terrace and 75No. mid-terrace houses; all two-storey dwellings, 78No. of which are applied for with the option of providing a single storey rear extension and 65No. with the option also of a fourth bedroom at attic level to be served by a dormer window at the front), 36No. duplexes (18No. 3-bed own door units over ground and first floor with rear gardens and 18No. 2-bed units over second and third floor level with a balcony/terrace) 26No. apartments (18No. 1-bed and 8No. 2-bed each served by a balcony / terrace), all served by a total of 274No. residential car parking spaces (224No. surface spaces predominantly banked and 50No. garage spaces), 2No. creche staff car parking spaces and 17No. visitor car parking spaces associated with the playing pitches as well as 62No. bicycle parking spaces provided for the proposed apartments and duplexes and located in 2No. bicycle stores adjacent to the apartment blocks.
The proposed houses range from c. 105 sq.m. to c. 155sq.m. in Gross Floor Area with a maximum height to ridge / parapet level ranging from c. 7.6 metres to c. 9.6 metres. The duplexes range from c. 19sq.m. to c. 112 sq.m. laid out in 3No. 4-storey curved terraces, with a maximum parapet height of c. 14.3 metres, located along the southern edge of the site formally addressing the eastern half of the existing Crescent Park. The apartments range from c. 55sq.m. to c. 89 sq.m. located in two 5-storey point blocks with a maximum parapet height of c. 17.7 metres at either end of the duplex terraces and one 4-storey apartment block in the southeast corner of the site, with a maximum parapet height of c. 14.7 metres, incorporating the creche at ground floor level.
The development would contain c.1.04 Ha of public open space comprising of two landscaped pocket parks, one centred in the northern and the other in the southern part of the site at c. 1005 sq.m and c. 1286 sq.m in area, respectively, plus the two playing pitches and surrounding circulation space including perimeter planting in an area comprising c. 8089sq.m. situated to the northwest of the site in addition to incidental areas of open space / setbacks. The proposed scheme has direct frontage to and is served by Royal Canal Avenue connecting east towards Royal Canal Park and west towards Rathborne. The western perimeter road on-site including spur to River Road and the east/west road bisecting the site have been built in accordance with Planning Reg. Ref. 4289/00 as completed.
The eastern and northern perimeter roads were built in accordance with an otherwise non-implemented permission Reg. Ref. 6061/04 and are thus applied for now RETENTION and completion of these works. The proposal includes all ancillary site works and services including hard and soft landscaping, boundary treatment, ESB substations and refuse stores on a site of c. 5.8 Ha bounded generally by the River Road and Tolka Valley Park to the north, Crescent Park and Royal Canal Avenue to the south, undeveloped lands and Royal Canal Park to the east and the Pelletstown House site and Rathborne to the west, at Ashtown, Dublin 15.
