Average Durations: Planning Application to Construction Commencement

In this post we examine the time that planning applications are taking to reach on-site construction commencement across all sectors explored in the first edition of the Building Information Index – Q1 2015.  The average number of weeks for a planning application to reach construction commencement phase is currently at 79 weeks, however applications in the Residential Construction sector are currently taking approximately +80%  longer than this at 142 weeks – almost 3 years.

+54% Increase in Industrial Construction Sector Commencements

Industrial Construction Planning Applications also increase by 20% to €178m

In the latest Building Information Index (Q1 2015) findings indicate a generally positive outlook for the Industrial construction sector.  Industrial construction project Commencements increase by +54% to €154m over the same period in 2014.

The value of Applications for Industrial developments showed a national increase of +20% (to €178m) in Q1 2015 compared with Q1 2014.  There was a significant drop in the volume of Granted permissions (-50%) to €151m, while the value of Industrial construction project Commencements increased to €154m (+54%).

Industrial Construction Stats

On a regional basis, Munster showed the largest growth in Industrial construction applications (+144%) with Connacht / Ulster also up (+61%). Interestingly the east showed a decline in Applications with Dublin down -56% and Leinster down -26%.

Industrial construction project commencements showed significant growth in Munster, which accounted for over 75% of the overall activity for the entire country. The other regions all showed some decline in year on year Q1 Commencements with the overall national figure being +54%

Interestingly the Industrial construction sector has one of the quickest application to commencement turnaround times at -31% the construction industry average (55 weeks)

Planning Applications Q1 2015

Leinster (€1.3bn) is the largest region narrowly pipping Dublin (€1.29bn) followed by Munster (€716m) and then Connacht / Ulster (€326m).  Leinster, Dublin and Munster returned increases of +155%, +36% and +7% respectively year on year whereas Connacht / Ulster showed a decrease of -22% for the same period

€18.6 Million in Energy Efficiency Government Support

Government Announces €18.6 Million in Support for 29 Energy Efficiency Projects

Yesterday the Minister for Energy announced the approval of grants to fund 29 individual energy efficiency initiatives.  Once complete the scheme is set to achieve combined lifetime savings of €140 Million by upgrading over 2430 homes as well as at least 400 public buildings.  Funds have been allocated as part of the Government’s ‘Better Energy Communities’ scheme.

Better Energy Residential Construction

Among the projects to be awarded funding include

The upgrade of 24 houses in Castleblayney Co. Monaghan through a Credit Union and Kingspan partnership

Improvement of 99 public buildings as well as homes led by Camphill Community, a charitable trust

Retrofitting of 200 houses throughout out Co. Tipperary coordinated through Energy Communities Tipperary Cooperative Ltd

Announcing the investment Minister Alex white said  “These projects will see community co-operatives all over the country coming together with local authorities, businesses and sports clubs to improve homes and local community facilities. Energy efficiency improvements like these are demonstrating that energy efficiency technologies work, and that they deliver real benefits, which can save on bills while helping the environment”

€8.2m Residential Construction Development Commences in Swords, Co. Dublin

Revisions to approved residential construction development (Reg. Ref. F11A/0436), to omit 17 four bedroom 2-storey houses, 28 three bedroom 2-storey houses, 12 two bedroom 2-storey houses and a 316 sq.m. creche and to now provide 8 four-bedroom houses and 46 three bedroom houses, all of which are 2-storey dwellings.
